No it's not. It never was, at least, on this site. The moderator's job here always was to maintain piece and help people explore their fetishes.
In my opinion it is, cause it is scamming. Blackmailing can be done but I don't see the reason in it for someone to ask straight away for money.
It's not, again. If someone is willing to send money right away in a tease by the mistress he doesn't know - those money don't go to waste. Those money are spend to please himself. He spends them for HIS PLEASURE. It's not like he's MADE to spend money, it's not like he HAS NO CHOICE. It's not like he's led into the delusion about what happens next or what the purpose of those money is. It simply lacks the characteristic of scam. The author is very strainght-forward with that. She explicably tells what you get: "Blackmail, living in fear". She Explicably tells you what you get for those money: "Nothing, it's just to prove you are serious". Also that act of asking for money actually PROTECTS those who are not serious enough, because without money sending an e-mail is USELESS, so only those who are really serious are going to be blackmailed.
Are we clear here? It's no scam.
And also, For FUCK sake, let people decide for themselves what to do with their money and is it worth of sending them to a webtease author you know nothing about. Not only that - the chance of someone sending the mail is remote. But let people live on their own. They DON'T NEED yours or moderator's protection.
