I guess it depends on what the definition of free is? If it includes HQ quality from torrents, then yes. If this is counted as illegally stolen and out of scope, then more difficulty and quality will likely be lower.

For me personally, OK quality and something that really turns me on trumps 4K but content that is a bit meh for me.

It's still possible to get pornhub videos at decent quality with an online converter, but it hardly depends on what you're looking for. A good download plugin and HD streaming sites is still my main way to go if I'm looking for new ideas or faces. Many of these sites aren't easy to find, but offer great HD content and don't make the download depends - like hqporner for instance, which was my main source for first 2-3 CHs and RLGLs. Public torrents can be still viable, rarbg is a decent source, but going through these screenshots is super annoying and frustrating.
I'm a bit concerned about siterips, especially onlyfans and manyvids ones. They are available to get usually on private trackers, but using them for CHs that are shared on streaming sites like pornhub or spankbang feels like abuse. If we set aside the legality question for a moment, it really depends on the scenes. Are the scenes right for your video? That's what makes a better or worse video. As someone said above, a lower quality scene that hits just the right notes will do it for me a lot more than a high quality one that doesn't, though the optimum is obviously that it's both.

And sometimes I have taken a lower quality video and upscaled it with software, which can help a little, but it's pretty time consuming, so if you have a lot of low quality videos, I would instead just roll with it and release a consistent product, worrying more about getting the editing/music/beats right.

I generally use empornium as my source, so I generally get the best of both worlds, or at least have enough to choose between to not have to go below 1080p, generally speaking (looking at you, kink.com). But that's not an option for everyone, either by choice or by access.

It's nice, but you also need to maintain your upload ratios, so one day wouldn't get you much before being cut off if you're just downloading. :)

Empornium is up, but it is invite only, and invites are hard to get these days. I have none to give out, but I check in there regularly.

As for Kink, I only referenced it because up until recently, their content was only available at 720p. I see there are some scenes at 1080p now, though, when I do a search. Though at this point, you'd really expect most studios to release 4k as well.

You would need an invite from a member who has one to give away. Members get them sometimes if they're in good enough standing and meet some other criteria. But they're pretty rare to come by, and they often expire after a while if they're not used.

That member would have to also be willing to be a guarantee for you as a member, as anything you do would reflect on the inviting person as well, and could cost them their account.

So you might get lucky and find someone, but I don't have any invites at the moment.

The only one I can think of that made it to final release was Carter Cruise's masturbation scene from Fuck Hard Cum Harder. It was a Karupsha scene that was a good quality 720p, so the source was pretty OK already. I really liked the scene, so I upscaled it in After Effects to 1080p to fit the rest of the video. Whether it's worth it or not in general, not sure, really. That's so subjective. :)
