What makes it a "requirement"? What is it and how does it work? I see these links all over in a Boundanna thread

When you make a session you have to put the link on another site, when people click through they can add or remove time from the lock up period.
It is called a requirement link because there is a minimum number of votes required to finish the session in addition to the time.
