I'm not sure myself, but then again I haven't done a great variety of teases on here.
I think it's a good idea, and I like it a lot myself. I personally tend to associate more clothes with more dominance with regard to teasing, since, the less naked, the more of a tease after all. Just a preference.
I tend to look at it one of two ways:
On the one hand if it's straight up Femdom(as they usually are), more clothes is fun and gives a certain contrast to your usually nude self, vulnerability and all that.
On the other hand, in the case of teases that are either Femdom or Femsub depending on how well you do(rare, unfortunately). Or teases where there's a variable, either chance or skill/endurance based, that changes the outcome, the girl stripping more and more naked could be a reward of sorts, and denied if you don't do well.
In general I don't think you'll likely find many teases that don't feature nudity or near nudity, both because the great majority of men love nudity, and because the photo sets that would often be used in making a tease are almost invariably going to be nude or nearly nude in content.
I'm with you though, I seem to be an oddball of sorts being a guy who really favors context surrounding nudity, rather than just nudity itself. I like there to be some dynamic, specifically a domination/submission dynamic that surrounds who's naked and why.

No, it isn't just you. There of plenty of people who like teasing more than nudity. If you look at some femdom videos you'll find some listed as CFNM, clothed female naked male.
In terms of teases, the "days of denial with Amy" ones are (I think) fully clothed.
I've been putting together my own offline tease for teasme, lots of randomness, lots of tasks that I can just put any picture set I want into easily, & this is one of the reasons. I was hoping people would be willing to help add more tasks to get it to more options, but there weren't any takers.
