I see on last month's TOTM out of a total membership of nearly 28,000, just 36 people actually voted.

Perhaps you should also look at the ratio of viewers to voters for the teases in general.
As it is the top rated that are chosen for TOTM

A lot of people could have visited the site a few times did a few teases happened to make accounts and never came back. Some might not visit this site daily, weekly etc. And no where does it say you have to vote to be a member. If you vote cool if not cool. I don't see the reason to complain but then again that's the internet for you.
