If you're talking within the contexts of a D/s (Dominance & submission) relationship, then it's fairly clear.

Why does a sub seek tease and denial? For the pure enjoyment of submitting, if he is a submissive at heart. It has the possibility of showing how much he trusts her, and how far he is able to go. Why does a Mistress seek to tease and deny? For the pure enjoyment of dominating, if she is a dominant at heart. It's satisfying to hear having that final levels of control over him, so personal and intimate.

If you are talking more along the lines of utilitarianism, it doesn't take much thought easier. For the person being denied, the resulting orgasm is said to be much more powerful. For the person doing the denying, it makes the other person a lot more receptive to commands and requests. Its definitely a two way street.
The Dom/me needs to have feedback from the sub otherwise its just like a web tease or reading a story.

As a Dom I want to hear what the sub/slave is feeling/needing/wanting.
But definitely not want to hear demands.

As a sub/slave I do that, I read carefully the instructions, if I am unsure I ask for clarification.
Not just go the way I Want it to be.

It's about respect and trust.
Neither side should need to demand and all conversations should show and reciprocate those feelings.

A sub/slave will have a better time if the Dom/me is enjoying the scene/scenario, "vice versa"
