The high heel transforms the wearers stature - it forces their ass and chest out, highlighting a girl's sexual assets. It also makes the wearer less balanced and able to run, invoking a sense of easy prey.

Along the lines of what makes a pair of high heels slutty. By sort of looks, is it a strappy set? Extreme heels? etc

I think it's the way the person wearing them presents themselves. The same pair of shoes could be worn by two different people. One could look elegant, one could look slutty. I believe it's all about presentation. *smile*
