You could have tasks that would tailor themselves to a person's fitness level:
1) Do as many pushups as possible in 20 minutes
2) Jog for 20 minutes (walk as little as possible but keep moving no matter what)
etc.
And then if good toys continued to exercise regularly they could try to match or exceed their performance each time they did it.
I'd be willing to bet that if there was a chance for some extra edging and stroking (or more corset pictures of you!) you would have some pretty fit toys in no time!

Incentives definitely work - I know from personal experience!
