In practice (resistor+scope testing, haven't ever hit the limit while stimming) if I reduced volume, the signal would come buck within 5-10 seconds.

Yes, they cool down a bit after 10-15 sec, but if you rise the volume straight away it will go up to 50%-60% of previous maximum before tripping (I don't remember right now the exact numbers and anyway it depends on environment conditions).
After few minutes they go up to 70%-80%, after more cooling they will go up to 100%
