This is the dilemma UK users will face by July on this and other sites.

This risks making sites like this a target for identity thefts and blackmailers. It also applies not just to porn sites, but any sites which host adult content. Reddit would be a good example-it's not a porn site, but because of all those NSFW subreddits, UK based users will have to identify themselves to continue using it legally.

Many sites won't implement this (I am sure Milovana will not) so it will not be available from UK because it is not implementing the requirements of that law. UK users will have to use VPN to access it... not a big deal

Basically no porn site will implement this. Most of them are probably not based in the UK, so they also don't have to.

What is the UK planning to do about blocking this content? Germany has for example similar rules for adult content hosted in Germany, but to get a site blocked, authorities have to go through lengthy court proceedings and they only do this for site targeting a German audience, i.e. have German user interface etc. They blocked the German subdomain of xhamster for a while, xhamster renamed it...
And the blocking itself is usually implemented via DNS filtering of ISPs which you can easily circumvent by changing the DNS server to google, cloudflare or whatever.
The UK authorities won't even notice milovana and the larger porn sites will only care about it if they really block them effectively. DNS base blocking could be enough but they really have to go for the large sites like pornhub, so they are losing business, otherwise, it will just be ignored.

I wonder how the new regulations are going to affect sites like GitHub which hosts TeaseAI-Java and personalities. MiloDB is a database of explicit text, and I host that on GitHub for download and automatic updating. It's not clear to me whether the legislation considers explicit text an issue, or if they're just after the images.

It looks like the UK government has, once again, dreamt up a half-arsed brain-fart proposal without taking a moment to consider the implications and practicalities of the legislation. They're opening the door to fraud if they're expecting people to submit personal details such as their passport or credit card details to a range of websites; it only needs one site to be compromised. Scammers have no doubt starting rubbing their hands in gleeful anticipation.

I never understood why the government instead doesn't just maintain an (publically accessible) index of all pornographic (sub)domains, makes it obligatory for 18+ pages to register themselves there and publish a parental control app that automatically draws on the index to block sites.
Then one could simply do the blocking client-side instead of making the user experience miserable for everyone and impacting the business model of basically all such sites.

...ok, actually, I figure it's probably a mix of technological ineptitude and general willingness to restrict anything sex work related as much as possible.

I feel a little sorry for the UK people. But just a little, after all they voted themselves there. Any teenager worth their weight will know how to circumvent this. It happens since always, when dads would buy Playboy for their boys and even brag at the newsstand.
