Unfortunately I have next to zero experience (and understanding) on what E-Stim is. Can someone please point me at a good starting point for a complete newbie on how I can have it setup?

LOL, you are and you aren't missing out. The uniqueness of the sensation with e-stim is a novel thing to your brain, and as such it can get addictive...
Presumably you know what a TENS unit is, right? Transcutaneous Electrical Nerve Stimulation - the ones most folks are familiar with is a little handheld box that runs wires to sticky pads that go in strategic places on the body, they're used to alleviate pain, stimulate tissue recovery, and uses "microcurrents" to trigger these things in your nerves and muscles. For the most part, very safe and very well-established. Units can be those handheld running off AA or 9v batteries, all the way up to "mains" (plug in) medical grade units that you get hooked up to in an athletic trainer's or physical therapist's office.
What spawned e-stim is that some curious monkeys decided to put those pads in naughty places...and discovered WOW that does some really fun stuff and a sensation you've not experienced before! And as curious monkeys go, they experiemented with how to place those sticky pads, found other things (like metal butt plugs) to hook up to, and played around with the power of the electrical signal.
Because engineers... things got much more involved and dynamic. The most sought after e-stim has progressed well beyond TENS, though it still uses similar pads/electrodes, and the principle of low, safer currents is still key. Some folks figured out that the TENS signal can translate to audio and learned some frequency ranges and slightly different delivery (square waves vs sine waves) can greatly vary the sensations felt, and WHAM! an entire genre of audio files tailored to stim, was created. Along with this came the creation of various electrodes, plugs, straps, and other devices to support customizing your own experience.
Of course this needed some knowledge so someone doesn't fry themselves - home built rigs and the information about resistance, etc.with technical builds carry a bit more risk than commercially produced, UL or CE underwritten devices. For a long time, E-stim was a niche without much in the way of options, and mostly relegated to BDSM rather than pleasure. But as things changed, boxes with more variety like the ET-312 which can accept audio input, and E-Stim Systems 2B became much more prevalent than the "shock boxes" from Folsom and PES. Eventually a few others joined the market, and more recently, absence of previous gatekeeping (RIP SmartStim.com) has allowed this to flourish, many home built devices have more information available and help online (like here) to build, making things overall safer.
OK, that's well and good, but what does it *feel* like? Well, like I mentioned, there is a lot of variation to signals and bodies. One can experience sharp sensations that feel like pinching, scratching, slapping, whipping - or softer sensations like a gentle teasing stroke, caress, or a firm grasp. It's all done by tricking the nerves, which tends to be safer, leaving no marks or bruises or welts, and really the only limit is the safety of the device and the creativity of the audio composer. It feels as if a foreign body has taken control of your erogenous zones. One of the files that sent me to the moon and definitely sealed my interest, was a milking machine sim.
These audio files run through a regular speaker won't sound like anything but computer generated blips, beeps, tones, and frequencies. Music is generally not good for e-stim sessions - wrong frequencies and duration of signals/beats.
What some recommend is getting a $40 TENS device from the pharmacy, sticking those pads in your most sensitive areas in a way that allows current to run between them (like at the glans and base, prostate and glans, glans and perineum, etc) and playing around a little to see if it's something that makes you want more. If yes, then there's a lot of home-build info, and some reselling quality boxes, as well as some new things from DG Labs or others. If no...well, you're not really out $40 since now you have a thing you can use for backaches or sore shoulders.

Socialstim.org can be a tricky pain in the ass of a forum (to get registered and signed in), but a considerable amount of info is found there, and many of those users are also here in Milovana contributing to the repository. There are probably a couple thousand files already out there - not all are great, but everyone's a little different.
