@LondonGent My Ipad Air has a USB Type-c port that I plug an external USB sound card into.
I need an App for the iPad, which allows sending the sound of the Estim mp3 through the external USB sound card, and the sound of the video mp4 through the built-in speakers of the iPad Air.

I don't know much about apple devices, but I'd be surprised if that is possible. Mobile apps don't normally have the ability to control which sound devices they connect to - they just send audio to the operating system and the OS routes it to whichever device is currently selected. It's a much more "walled garden" than PC software.
Does your USB soundcard support 5.1 channels? If so, then it's possible to put the estim audio in the rear channels and make it work that way. Headphones/Speakers connected to the front left and right outputs, stimbox connected to the rear left and right outputs.
Failing that, syncing them manually on two devices (i.e. phone and ipad) is probably your best option. Easiest way to do it (IME) was to play the stim file until the 8th stroke, then pause it and start the video. When the video hits the 8th beat, unpause the stim. If they're still slightly out of sync, double tap play-pause on whichever one is ahead until they line up correctly. With a little bit of practice it only takes a few seconds to sort out.
