If the person hosting the file happens a pro account, then people downloading it might use their quota of bandwidth, if they have "grant your transfer quote to users" turned on. But they can turn it off. The problem is that lots of people don't know you can turn it off, so its a polite thing to import first, to avoid using their bandwidth just in case:

Downloading files directly from the host’s link will charge your own transfer quota, which is unless the host is a pro user, and has the “share quota” setting turned on.

For Pro users, if you would not like to have others depleting your transfer quota, set “Grant your transfer quota to users downloading your links” to 0% in settings under “Transfers” tab.

Free users should have no worries as they cannot share transfer quota with others.

Also, that ability to turn it off is relatively new. When I first signed up for MEGA, it was not available, and I recently discovered it because I just happened to reread the terms. MEGA did not go out of their way to notify us about the new feature.
