DaVinci Resolve is a free video editing software and it has a feature that automatically detects cuts. It isn't perfect, but it will get 80% of them right. From there you can export to most major editing suites.
Most HardX/XEmpire vids have quality clothed teasing at the start, though the clothes don't stay on for long.
I also remember this russian VDJ called Bazuka who has made a ton of vids with clothed girls from porn clips. You can even find his stuff on YouTube. Not sure it's in the style you're after, but it would definitely be an easy source of content.
Lot of good suggestions. It's sort of funny how in the past it was harder to find hardcore and softcore was everywhere, and now a days it's the reverse problem.
For some porn that has a good amount of non nude plot, the missax site has a ton. Some of the plots are pretty damn ridiculous, and actors reused a lot, but you have about 10 minutes of attempted acting with cloths on, which is a lot to work with.You can easily cut around the incest or whatever insanity is happening to portray it differently. The other thing that is nice with the scenes is they actually do some foreplay and build up before getting to it.
As you said, a lot of cam girl content is good, but they all tend to follow similar formats and the quality is all over the place or just hard to find.
For a while I used to look for some better rips of old cinemax stuff, but it was just a bit too hard to find it at a decent quality and who the hell remembers the names of the shows that much.
Another angle might be to look for sort of off brand movies. There was one a few years back called nimphomaniac. The first part of it had a ton of good scenes, even though the movie was sort of garbage imho. But I guess that's right up there with the r/watchitfortheplot subreddit, might find a few good movie scenes in there that toe the line but are filmed better than most porn.
Someone mentioned vimeo and I found a few good things there, 'sexy marketing' was a keyword that might have some hits.
In the VR front the stassyq VR videos are good, their format is finally a bit cleaned up and they aren't moving the camera around as much as the earlier videos.
Stripzvr has some amazing videos.
There was another site, zexyVR that had a few alright solo's so some mixed quality there
wankitnowvr looks like they do some joe stuff but it's mixed quality, though they keep their cloths on a lot.
