Indeed, it's definitely the case that some more general categories can be absolutely deadly, while others are quite specific and don't have very many matching pictures.

I'm convinced the intention in the rules is that you should include your own new pictures, but that doesn't really affect anyone else so play it the way you like.

You're correct. I went and scanned through the rules again. I states that you should look at the two previous pages as well as your own pictures.
