The procedure described in the tease is a bit of a puzzle for me too. Alternative, you can try to use one hand to keep your cock small by grabbing the shaft just below the head, and push it down. Wile with your other hand you can tease the head.

I do believe I know what is meant. You're supposed to take the looser skin of the penis while soft and use it by pulling it up and over the head of your dick. It's easier if not circumcised, surely. then hold it all together, with penis-head covered with that "hood." That's the intended method of stimulating yourself, while not permitting an erection. Difficult for me.
