From my perspective, it almost sounds like she's a switch, but doesn't want YOU to control her, she just wants to deny herself.

I think your best option is to offer her oral and when she says she doesn't want to cum you reply with something along the lines of "Just use me to feel good then, you can stop me before you cum, but after you get to ride my face/ grab my hair and force me to eat you/whatever sounds good to her"

She get's to dominate you, you get to be dominated, she gets denied her orgasm if she really wants that OR you do a good enough job and she cums.
