The voices that come free are a bit robotic, but work well if you can ignore that.

TTSReader is free and has worked well for me. I know there are other clipboard readers available however, I tried a couple others and they didn't seem to be able to "see" all of my installed voices like TTSReader did. I read somewhere that it might be a 32/64 bit issue, where the voices were 32 bit but my OS is 64. Never been an issue for me because I just use TTSReader. It will "watch" the clipboard and automatically read when there is a change. Also, it has a pronunciation manager that allows you to "force" the way the voices interpret certain words. For instance, you can take the word "giggle" or "giggles" which tease authors often use and change it to be read as "he he he" to make it slightly more like a laugh.
The best voices, and the only voices that I'd say are worthwhile for listening to teases, are unfortunately commercial. There is a standard called SAPI which allows a voice to work with any SAPI4/SAPI5 compatible reader. I'm sure it would be against the TOS of this site for me to give you links to download these, but if you are familiar with certain sites that hosts torrents, you should be able to find any of them without much difficulty (Brewster linked one of them above).

Acapela (Heather, Laura, and Bridget) are my favorites. I recommend you try the interactive demos I've linked here and see which ones sound good to you, and then try to seek them out.
