Yes, that's something you can definitely do. I've done that in my previous Flash Teases and other users have as well. You'll need an audio editing program (Audacity is what I use).

Used Cool Edit a long time ago (yet Adobe Audition), which is for sure capable of doing what you want.
I don't really know how Audacity works (spent 5 minutes on it), but it seems that it's a real Cool Edit / Audition-clone and should therefore also be able to do what you want.
The differences:

• Syntrillium Cool Edit Pro -> End of life. Adobe bought it from Syntrillium, many copies around on the internet, but.... that would be illegal
• Adobe Audition -> 1.5 was just Cool Edit Pro with another name, version 2.0 and above are the real Adobe-deal: consuming resources without the need to do so
• Audacity: looks like a good program, at least there's not much to complain because it's free
