Offline Video Player

I need your help.

I want to make an offline video player sort of like the Cock Hero Randomizer. I want it to be cross-platform but I need your feedback on a couple of things.

Which language should I write it in and what should I name it?

Did you consider taking over the development of andyp's Cock Hero Randomizer? Andyp asked for it explicitly. It's written in c++ if I remember well, and there have been a few porting requests/attempts (MacOS, Linux).
