Always been this way. Outbox simply means that the recipient hasn't read the PM yet. If you send a PM the other user will get it within a few milliseconds, but obviously it can take a while until they login to read it.

There seems to be a problem with the permissions. Same reason why Evals [ quote ] tag didn't work I'm assuming. Very strange, I'll get right on it.
Edit: Fixed. And this also fixes that people's posts in the announcement forum weren't counted.
Now you can post all the smilies you want.
