Well, I'm downloading a torrent that I got from Milovana right now, and it's speedy fast. As far as torrents go, it basically depends on how many seeders are on the particular torrent. (I can't respond to the filecloud portion of your question, haven't tried it.) If you're not familiar with torrent files, maybe read the FAQs at the place where you got the client (Bittorrent, or qBittorrent, or uTorrent, or wherever else). They explain what "seeding" and "leeching" are, and so on. Also, there's a "speed test" button on most torrent clients, which will help find problems like blocked ports and intermediate interference from your ISP. I suspect you already get those concepts, however. So, as a final guess, how about the idea that you happen to have chosen one or two of the slowest, or otherwise most poorly seeded, of all the torrents, just out of dumb luck? Try a different one or two, even if you don't want the file, just to see if it runs quicker.
