From my experience, cock rings can reduce the sensitivity of the cock, depending on their tightness. It kind of feels like the pleasure build-up is very end-heavy with cock ring compared to no ring (in which case the pleasure build up is steady and gradual). I don't like using cock ring for masturbation/edging, but I have never tried it in an actual intercourse.

A ring around the balls or base of cock behind the balls can expose the balls more. So for CBT they are easier to hit or grab properly.
That's the main reason for such rings or trying up balls and cock for me.
They can also pull back the foreskin a bit more or make it easier to stay hard for a long time.

If it is delaying of orgasm you are looking for I recommend a lot of practice. Also, to get back control or back away from the edge scratching my cock head with something works very well. Can be just my finger nail, some hard object or a brush. Does not need to be painful or anything. It just helps to focus the feelings in the cock head again and allows me to control my orgasm. Just a little touch is usually enough. You just have to practice a lot to know when you have to do something like that to keep you away from orgasm just in time. I don't think there are any toys that really help with delaying orgasm by much.

There seems to be a lot of misunderstandings about cock rings.

The best way to understand it is to squeeze your cock very tight (while hard) around the base and behind the balls with your hand or fingers. What happens?
