MIght be making some progress here on narrowing it down.
1 - I tried incognito mode, no luck. Still just a black screen.
2 - Signed out and tried as a guest user. No luck, just a black screen.
3 - Tried on another computer in the house. NOT signed in to Google Chrome and it worked fine.
4 - Tried on another computer in the house. SIGNED in to Google Chrome and let it sync all the settings and all of the extensions and it works.

i remember someone else having such a problem. It turned out to be some antivirus software that hooks into chrome and manipulates some of the content, in particular http headers.
The error message has to do with security policies of the browser concerning javascript code from different sources.
The usual add blockers for chrome do not affect that, but some antivirus software does.
It is good practice to disable the browser integration of such software anyway. Modern browsers have their own mechanisms to deal with malicious websites etc.
Wouldn't it be something if that previous user was me.... I have been down this road not long ago when I built a new PC. Anyway... with the tests I did today, I think it's something to do with the Anti-Virus, but when it's disabled I still get the same Chrome error and it doesn't work.
Looking at the 4th step, I went and compared the Google Chrome settings and they appear to be the same. I synced them and then did a comparison of some settings and they matched.
Looks like differences between the 2 computers is one runs antivirus and one doesn't. I disabled the anti-virus, but still doesn't work on the laptop. Just a black screen.
