- Render your production at best quality using your video editing software
- Rencode the original rendered production to the desired encoding using handbrake
From experience, it's a waste of time to fiddle with the encoding settings of the video editing software. I always use H.264 1080p BEST quality. And for you, you can add/keep your H.264 4K BEST quality as well. Btw, handbrake is Open Source software.

OP: I might try it in 720p later. My ISP has data caps on all plans so I am constantly downloading stuff to watch in later months. It's like another budget, only a few 100 GBs per month so I watch a lot of youtube stuff in 144p and the good stuff in 720 or sometimes 1080. It sucks but what can you do? At least I can download to watch multiple times instead of streaming twice and using twice the file size!
