Hi there I have started a project I call The Electric Predicament Mouth Gag (naming things is not my strongest suit) but I am stuck at a specific point design wise.
The Gag will act as a normal Open mouth Gag, but instead of the mouth being forcefull held open like a normal gag, the idea is that the subject will have the gag fastend to their mouth, inside is a flexible tube or something like it, where you can connect a hose or a funnel from the outside, where you can add the fluid of the mistress's choice.
So The mistress could be peeing down the gag, or have someone else add some other fluid, the subject then have to swallow, like a good sub, but hey if they don't wanna swallow, they are free to clench shut their mouth on the gag to stop the flow... for a while.
But the Project has not been called electric for fun, because the Subject is wired up with Estim, on their cock, balls and ass, and by biting down on the tube they will activate a swith that turns on the electrics turned to a not dangours but pretty painfull level, that they can't endure for very long time (of course this can be adjusted if you just wanna be playfull with them)
And you probably guessed it now, the only way to stop the "shocks" are to stop biting down on the tube, which will then turn off the estim, but then they will have to swallow the fluid again.
So it is a predicament setup, they can choose not to swallow, but they will only be able to stop the flow for a short period, before they have to open their mouth again :)
My problem is I have not found a reliable way to make this switch thing work yet, my best bet so far is a Microswitch that will detect motion very easy, if I just can find the right way to hook something up. But so far the only place where there is some motion I can detect is inside the mouth when you bite down on a tube, that motion does not "transfer" to the outside of a platic tube. And sticking a microswitch inside the mouth is something I would like to avoid :)
So I thought perhaps someone has more creativity than me on this "problem"
A Modified Jennings Gag is no go, because I think they are to big, and not secure enough or comfy (some comfy-needs has to be made)

All you need is a flexible gag with electrical contacts across the top and bottom. When the person closes their mouth, a small current passes through the gag signaling the devices to activate. When the person opens their mouth, the circuit is an open circuit, so the devices shut off.
I don't think you will find a sex toy gag that would work. They tend to be designed to not allow a person to close their mouth. You'll have to make the gag yourself. Also, make sure the current going through the lips is small. A high current could easily harm, or kill, a person when applied to the mouth.

I thought of that first also but Liking the idea of any current pasning through the mouth, it could be Done with a relay switch. But that was why I thought to do it with a motion/movement detection instead, but yeah the idea you suggest is more easy, but I wanted to Explore my options. And Yep the gag is easy to make. Apart from this tech thing here :)

By making the hole big enough to no cover with the tongue and reach further in, the tongue can only go back as far when it's held down.

What about having the tubing extend a little bit outside the mouth, with an inline fluid flow sensor?

You really want to know if the sub is swallowing any liquid, not whether or not their mouth is closed. The best way to do that is just to monitor whether or not any liquid is actually flowing through the tube.
I'd suggest a basic layout like below.
You've got a little bit of tubing that sticks outside the gag (not in sub's mouth) and that's where the flow sensor is.
You've got some kind of control box, say arduino or raspberry pi.
You've got an arming switch between the control box and the sensor. When the switch is "off" the control box is disconnected from the sensor and stops doing anything. You probably want this so the gag can be disarmed without being removed if there isn't anything for the sub to drink.
So, at this point you could do this kind of thing:
Mistress arms the sensor and the box starts monitoring flow of liquids passing through the gag. The control box can do something (deliver shocks) based on the flow of liquid or lack thereof. So really, it could shock based on how fast or slow the liquid is being swallowed. So that turns into all sorts of interesting games you could play.
For example, you could rig the control box up to shock the sub for drinking. Just a random example, but say if the sub was forced to eat something spicy, and then the gag was put into this mode, so drinking anything to alleviate the burn shocks the sub.
The GPIO interface is just an idea. You could maybe set up a simple Low-High type circuit that can electrically signal whether or not to arm the sensor. That would let you do things like set up a container connected to a sensor that only enables the gag/shocker if the container of liquid has something in it.
