You say that yes, that would be more proper and more above-board.
Unexpectedly she snaps a bit at this: "I see, so you're telling me how to behave, is that it?"
You apologize, and assure her that of course she has a right to dress how she likes, but that it won't look good on your report. You tell her that it might cast some suspicion on her, as if she was trying to influence your investigation. So you ask her once again to please put her clothes back on so you can back get to asking her some questions.
