Theres a technique that works but it might leave him emasculated.. First... if panties is what he likes... then "make him happy"... Throw out all his underwear... put your old stuff in his drawer and go spend a fortune on new Victoria stuff...
He is only to wear your "old" panties... launder them after you inspect them for "stains"...
Your new panties are for teasing... he has to hand wash them under strict supervision
