The Moderates are a small faction, the smallest by far. And they have nowhere else to go. Yet you also owe Pilot Susan for purchasing you from Captain Kross, otherwise you'd still be aboard the Original Sin in the brig. You don't want the Moderates to be wiped out.
It is with that in mind that you suggest to Commander Misa that she forsake the Empire and join forces with the Moderates.
