Put a padlock with two seemingly identical keys in the bag, one must fit the padlock and one must not open it,
You may wish to check now that your padlock will fit on your bag zip to lock it so we're not wasting time later. If it does put it in the bag along with the two keys, put the keys in loose so you will have no idea which key is which.
