I'd say it's more a case of promotion and advertisement... Which may or may not be considered spam, depending on the forum in question and frequency

Truth be told I'm a bit unsure why responses would be a problem at all tho - phpbb3 offers plenty ways for admins to delete entire threads, including any replies, whenever you want to.
