Quite often we rate a tease
Then the author changes things,

Which can mean we would like to change our opinion.

I don't think so, I think perhaps what people should consider is that the authors are putting a lot of work into their tease. I think people can be a bit harsh with their ratings at times. Those rating and reviewing teases should perhaps not be so hasty in giving teases a low score.

It would promote more changes to a teases

I mean several teases have been edited after they were published.

I also like it because your not asking to CHANGE the voting system 1 to 5 scale
but just say, Hey you know, I looked at that tease
and thought it deserved a higher/lower mark than I gave it.

As a user AND as an author who changes quite a bit in a tease after release, I really do not care. It would be handy, I guess, but frankly I would rather see other changes to Milovana and so the ratings can be kicked in the far corner of a developers schedule for all I care
