A few weeks ago, a young actress came on a talk show and her attire made me look at her in
"that way".

Probably a little of both.
Given that these pictures comes from public events, she's probably prone to show up dressed as an 'adult' (whatever that means).
Besides, nothing wrong with having impure thoughts, as long as they stay thoughts.
I've got a job that takes me to the local high-school on a regular basis, and I have to admit that I'm certainly keeping my head on a swivel every time.

As a friend of mine once said whilst I had a good look at a scantily clad actress (who turned out to be 18, just) "you're going to prison, and then you're going to hell."
I think that applies here.... Wouldn't have thought she was THAT young though....

Remember, she's a creation of Hollywood/media. Her managers are going to dress her to promote her "assets".
All of these media events have fashion coordinators and I'm sure she didn't have much of a choice
in what she was going to wear.
If you saw her outside of a media event, you could probably guess by the way she acted and talked that she was young...although I also would thought she wasn't THAT young.

I for one would never ever dreamed she was 13 - I'm not even sure the concept of age would have occured to me in this case at all... She portray herself as an adult very successfully indeed.

You're not too creepy, since statistically by that age she's only got around a 50% shot at still being a virgin. I think she plays up her sexuality too; wasn't she a rape victim in a movie? Or was that a different Fanning girl?

My thoughts are
1) If she's 13 she either matured early or has a damn good stylist
2) Always hated the age borders for adult or not (discussed above). In my view the person should be considered adult by achievements not the number of years lived. Say, if I get a job at 13 that earns me good money - I'm adult even if I don't have public hair. That's how it should be in my view. Leave the highest plank of 18 for fools, lazy people and so on. Let other mature in their own time if they want it.
That said, I believe 80% people are not adults by the age of 18, while 20% are more suited to be called so in 16 than their parents.

In all seriousness, being attracted to a developed teenage girl doesn't make you a creep. It's pretty normal. Puberty and sexual maturity are ways of advertising the fact that you're able to have children so your brain takes notice regardless of social approbations (which can also work as a forbidden fruit temptation). I'm sure you're more interested in older women who have actual life experience and well developed personalities.
