And a brief description wold not hurt
but not sure how much work that would be

can do this, but I don't think visibility is the only problem. It's just more effort to check more forums, so most people only check the biggest forums. That's why I think usually you should avoid splitting forums up more than necessary.
How much is necessary? I'd say the legitimate reasons to split forums are:
- When the main purpose of the forum is archival of specific threads (example "Stories")
- When a forum gets too big (example "All and Everything" was split to create the "Art of Webteasing" forum)
- To intentionally separate out the content (example Site & Product Reviews - keeping commercial stuff out of All and Everything)
- Because it has a "meta" topic (example Tech. Support and Suggestions)
- Because only certain people have access (example Team Forum, Tester's Hall)
Bad reasons to split forums are:
- To "organize" things into categories
- Derp
I think trying to make the subforums more prominent is the wrong approach, a better solution is to try and have fewer forums.
