Help! I cant make my new tease visible

If you're having the same problem I have, when you go to make your tease visible, a strange-looking page opens that says:

Warning: file_get_contents(../lib/upload_settings.inc) [function.file-get-contents]: failed to open stream: No such file or directory in /var/www/com.milovana/editor/publishtease.php on line 8

But if you scroll down the page, look for the Bold Heading that says 'Meta Info'. Right under it is the button to publish your tease.

After you make it visible / publish it, you can go back and do the tags...
