Stroking rhythm and pace

Hello all, I'm going to use this post to introduce myself and ask a few questions as well. I came across this site recently and love it. This site definitely has something for everyone and I'm happy to be apart of the community.
Now I'm new to webteases, and I have searched the forum but haven't been able to find an answer to my questions so I'm posting it in this topic. It has to do the definition of stroking and stroking pace. I have browsed through some teases and hopefully I could get some clarification:
Strokes -> Is 1 stroke a full up and down motion? or is 1 stroke counted as 1 movement (either up or down)?
Pace -> If something says slow/medium/fast pace, does the pace depend on the person? or is it a set value (example: set value on a metronome)?
I hope that this hasn't been answered before as I hate posting repeating questions on forums, but like I said, I couldn't find anything. Any input is greatly appreciated.
