What is a stroke?

Is a stroke a full up and down movement? Or does an upward stroke count as one, and a downward stroke count as another? I've been confused about this for a while.

Depends on the tease or instruction.

"Full stroke" = "up and down"
"Stroke Upwards" = "from base to tip"
"Firm stroke" = "squeeze tight"
"Feather/Light stroke" = "barely touch it"
"Fast/Medium/Slow Stroke" = Speed of the stroke
"Worship Stroke" - Whatever you think it means. :)

This is a good question, though: Perhaps we Milovanians should create a lexicon of terms to use so that tease creators AND followers can all play with a common shared understanding of what's to be expected. Granted, many of us can do this ourselves, but it might not be a bad thing to have a bit of "professionalism" brought to how we script our teases.

So if I am told to stroke two times per second, that means up and down plus up and down equals two strokes?

yeah.
unless its specifically stated, just do what you want. personally, i count 1 stroke as going up AND down
if a tease author has something more specific in mind, they should try to describe it in more detail

That would be the most common interpretation, yes.
