Attaching Avatar?

I would like to attach an avatar to my profile.
How can this be done? (I haven't been able to find a button anywhere that says "attach avatar.")

Where is a good place to get a "naughty" avatar....most of the sites are, no other word to think of, ad whores. I don't want to have to download smileys or some crap I just wanna make a avatar lol. Thanks in advance.
