I did some research on my question, but as I have not been fully satisfied with the answers found online, I'd rely on some of you, who might have experienced similar as I did and can bring some light into the darkness

Since ever I got a very sensitive frenulum, which allows me to pretty easily achieve a hands free orgasm in the right setting (dressing up, watching porn/hypnos). When dressed up, I either lock myself or do not actively stimulate myself by touching it. However, soon after starting I already feel the sensation building up around the area of my frenulum simply by the skin touching the cage or the panties (by pressing against) but also through "mental stimulation by obviously watching porn".

A sissygasm is mostly defined as per anal stimulation. I know how this feels (absolutely wonderful exciting wooah!! ) and I am not questioning that. Sometimes it is simply leaking uncontrollable during anal, sometimes the body shakes uncontrollable and liquid flows in a semi hard state but also sometimes I am climaxing with a litlle less "electric explosion in my body".

Would you call that a sissygasm?

"Sissygasm" is kind of a made-up term that can mean whatever you want it to mean. You can define it as cumming from anal only, or cumming from rubbing the frenulum instead of regular stroking, or you can call it cumming from slapping your balls with a dildo while being in chastity, etc. Being a sissy is a personal kink for you, and that definition should be whatever you find hottest. I don't think you're being very fair to yourself, if you think that your frenulum might be triggering your orgasm if it hasn't been touched at all. Just do what feels best and don't get so hung up on technicalities.

That depends on what you actually want. Do you this decreased frenulum sensitivity to be permanent? Or, as I suspect, you'd prefer it to only be while you are playing, so all your stimulation comes from anal only?

Temporary desensitization is easier, I'd say. You could use a small amount of numbing cream on the area to decrease sensations. If you don't want to numb it, you could try putting on a condom to prevent direct rubbing against your cage and cloth.
As for a more-lasting desensitization, you'd have to go back to jerking off the classic way, and engage in a fair amount of edging to retrain your stamina.

In any case, I am astonished by how sensitive your frenulum is! For a couple months I tried doing the one finger rubbing trick to reduce my cum time, but I hit a plateau and gave up. Do you have any tips on how to get a more sensitive frenulum?

Likely, this could help to erase the possibility of "unwanted releases" due to touching any silk/cage etc. Using a condom was not effective at all.
