Sure is possible, but what exactly do you want the program to do? Xity and fagustree are working on solutions to put a beat meter over porn clips. I've made one that plays a picture slideshow over a video (you can choose any Red Light Green Light you want). Link in my signature.

do I understand you right? You want simply that you have a "sign" besides your video that tells you if you are on a red light or a green one? So nothing really fancy? I could make you one for windows, but you should provide me with more details either here or via pm first.

I use Vegas and that is super simple - you just create a solid shape and put it in the bottom.

Yeah, sure. But I think he wants more of a software that creates a randomized red light green light to a video loaded and not make a permanent red light green light video out of the existing one.
That's the exact point while I wanted some more details, because it is also possible that your understanding of his post is right

It's working pretty well. I'll be releasing a demo with pseudonym soon.

I would recommend you any video editor to create your red light green light features. You can use Sony Vegas I think it’s the most simple either you can use After Effects or Premire Pro. I personally work with AE, so I can say it’s very simple and convenient to use.
