If you’re using small quantities, google has a great api that is the most realistic sounding TTS.

Maybe messing with a DAW (Fl Studio, Cubase, Logic) would do the work?
It's surely easy this way to make a female voice male, but dunno if the contrary would sound genuine or just weird, chipmunkish...
