Problem with character encoding

Well i have a problem:
I was searching for a good tease series when i came across retribution alley, they all seem to be voted around 4
first at:
http://www.milovana.com/webteases/showtease.php?id=307
But i've got some problems with the character encoding:
We’ve.... i see it like this instead of We've ..
I tried switchting from UTF8 to ISO 8859-1 and some other encodings ... nothings works.
Any idea what might cause this?

Seems to be a new problem, I'm seeing the same thing.
I've done the tease before and don't remember this issue. It must be new.

That was just in the forums when we upgraded to the new forum software. And yes, I did a central fix that sorted it out for 99% of posts.
I switched the rest of the site over in a similar way a few days ago, which must be why this problem is cropping up. I'll take a look at it tomorrow.

I saw this had happened in at least two of my teases that I was editing to better brand them. I ended up redoing the corrupted characters; always apostrophe and ellipsis.
Hard work so I hope there is a general solution.

yeah, its shame cuz lots of the old teases are really great but it spoils it a bit having weird characters running through them.
We need a crack team of volunteers to go through the old ones and fix them up (obviously just the characters, not re-write anything or correct typos)
I would volunteer gladly
