Yep that's normal. It's caused by the ring sliding around slightly and causing irritation to the skin. It usually goes away on it's own after awhile but there are two methods I've found for fixing it (or at least making the feeling less noticeable).

1) Use some lotion or baby powder on the bottom of your scrotum. This allows the ring to slide easier and has the added benefit of soothing the irritation that's already there.

2) Use a slightly smaller ring. The tighter the ring the less it will chafe, just be careful not to go too tight or you risk cutting off circulation (which is bad).

take off the cage and check yourself!

that is why you should always have a key on you when testing out a cage...
frankly I keep a key close for emergencies.. always.. even when under someone else's control about being locked up.
When controlled I give a detailed report explaining Why.. I took off the cage.. what I did (cleaning checking..) and how quickly I was able to put it back on.
