I do believe I know what is meant. You're supposed to take the looser skin of the penis while soft and use it by pulling it up and over the head of your dick. It's easier if not circumcised, surely. then hold it all together, with penis-head covered with that "hood." That's the intended method of stimulating yourself, while not permitting an erection.
