Help to identify a toy

Ok, so I've seen this thing around a couple times, but never been able to locate it in a store, or such. As a result, I have no idea what it's called, etc. Anyone have any ideas?

Looks like some type of stallion guard, but the image is very low res so it's hard to tell and be sure.

It looks like a variation of a cock sheath. This one from Ox balls is similar.
