I believe Cock Hero Thumper's Experiment has stroke beats during the breaks but clarify in his rules that it is optional.

Cock Hero Redemption has that format between rounds... "rest or stroke"

A lot of CH videos have optional stroking during "breaks" between rounds, and a few have mandatory stroking, or no breaks.

One notable example I'm thinking of right now is Cock Hero XXXMas (also called Cock Hero 14). At the beginning of each break, a girl gives you two presents. One is the beat meter (fast, slow, etc) and the other is what you get to watch while you do it. It's kind of a fun variation on what you're talking about.

it's not complicated, just a simple 1-1 for about 30 seconds, but it counts

Also EDM 1 says you can stroke to the beat during the intermission as well, not sure if those count but I hope so :D

There are lengthy breaks in Inferno, but we made it clear that you can freestyle or rest during non-beat parts. Though there is no beat during the breaks you aren't expected to do nothing - thats why the breaks have sexy ladies.

were considering added a simple 1-1 beat during breaks in future installments (as optional) for people who aren't self-starters.
