You're allowed to edge during teases so long as you don't go over the amount of edges you're allowed.
So if a tease makes you edge a total of 10 times, and your number is 3, you will only edge 3 out of ten times that day. If you want to continue the tease or start another, you'll have to wait until the next day. (Well, you can read them, but no edging!)

Which is also why most of my kittens are being smart and drawing out their edges throughout the day/evening!

The kittens that get to cum are out of the game, yes. They can choose to get back in AFTER skipping a round or they can simply go on with the teases and such.
