TAI use Windows Media Player to run videos. webm are video files. One way to stop it is to play another short audio file. You could create a very short audio file that was essentially silence and play that when ever you wanted to stop he audio playback. A file that was even a fraction of a second long should do it. Not sure if there is a specific command to play the audio for a period of time and then stop.
