It's mostly just a fear of embarrasment, especially in public. There are plenty of men who won't go into a store to buy lingerie for their girlfriend or wife - they are just so uncomfortable in that situation. So they cerainly aren't going to buy them for themselves. I would guess that the majority of the guys would find that it's not too big a deal once they did it, but doing it the first time is a difficult task.
