First of all, it won't work. A limit of X number of posts, merely results in people posting garbage, cut'n'pasting like maniacs. Which in turn will mean the boards are wrecked. Seen it happen on way too many sites to doubt that.
The only way to avoid this would be for someone to personally check every post to see if it made sense, and somehow I suspect the Mods have better things to do.
It also has the side-effect of scaring people off to an even greater degree than being pummeled with PMs.
As soon as you divide people up into groups with different privileges, you stop the influx of new users.
Let's say that e.g. you come here and read a tease that *really* gets you going. Then you look up the author, read a few more of his/her teases, and figure that this is great but you have a few ideas that could improve them. Now, being a newcomer you're not liable to go to the boards and proudly exclaim your love for stuffing various veggies up whatever orifice, whilst humming "Starspangled banner" to your cat.
Real-life doesn't work like that. Instead, you try the PM.
Alas, you can't since it's blocked to newcomers.
Now, do you think the newcomer will then try to get to the posting-limit through serious posts, or simply think "Well, if they don't want my input, sod 'em." ?
Admittedly, this is an example of the more extreme sort, but the point is that once you have an elite group for lack of a better phrase, the community will stagnate.
I know that there are a ton of lurkers on here, and I was one of them for a loooong while.
Would I like to see more active participation by all people in here? Absolutely.
I just don't think you get them to do so by saying "Either you're active, or you'll have to leave"
Only way this works IMHO is if information is freely available in both directions.
If that means occasionally getting spammed to death, so be it. The alternative is certain suffocation.

My apologies if that sounds vaguely patronizing, but that's the long and short of it.
Now, if you're on a particularly vitriolic streak, you could argue that I haven't written much on-site, so there's little reason to listen to anything I have to say.
Which is quite true. I've never written a tease, and I doubt I ever will. Nor do I partake in most of the "social" threads, or dip my toes into the chatroom.
I suppose I'm a semi-lurker to some degree.
But I'm not that invested in the whole D/s culture in the first place.
Don't get me wrong, I think Milo is a brilliant site, along with BoundAnna, FetLife and a few others.
But they're sites that I look at occasionally, and I don't expect any of them to guide me to eternal bliss, a life-long relationship or anything like that.
I just use them for fun, take from them what I can use, and in the rare cases that I feel I can contribute, I do that. Never gets more serious than that.
The point is that you want to have specific content, or want to push the site towards your specific taste, or to attract a certain audience, nobody is going to do it for you.
